What Is a CMRA Address?

Key Takeaways

  • A CMRA (commercial mail receiving agency) is a private business that accepts USPS mail for its customers. UPS Stores, pack-and-ship shops, office business centers and virtual mailbox services are all CMRAs.
  • A CMRA address has to show your box as "PMB" or "#". USPS prohibits any other label, so writing "Suite" for a mailbox breaks the rule.
  • USPS keeps a CMRA table. Its address API returns a CMRA flag of Y for addresses in it, and address-validation tools pass the same flag to banks and platforms.
  • Stripe, Mercury and Google each reject mailbox addresses in the field that asks where your business operates. Each platform sets its own rules, so check theirs.
  • A CMRA address still works as a mailing address, including on the IRS Form SS-4 mailing line. It’s not a place of business.
  • Every CMRA customer signs USPS Form 1583. Since May 1, 2024 you can sign in front of the CMRA, in person or on live video, or in front of a notary.

What is a CMRA address?

A CMRA address is the street address of a commercial mail receiving agency plus the number of your private mailbox (PMB). USPS defines a CMRA as "a business that, in whole or in part, accepts the delivery of U.S. Mail on behalf of another person or entity as a business service" (USPS DMM 508.1.8). The carrier delivers to the CMRA, and the CMRA sorts the mail into its customers’ boxes.

Stripe’s docs give the familiar examples: "UPS Stores, FedEx Office locations, or virtual mail services" (source). USPS adds that office business centers and reshipping services are CMRAs too (source). A virtual mailbox that scans your mail is a CMRA with a scanner. Virtual Mail Hub mailboxes are CMRA addresses, and we say so up front.

How big is the CMRA network?

Nearly 12,000 CMRAs served more than 1.6 million registered customers as of February 2025, according to the USPS Office of Inspector General (OIG report 24-146-R25). The same report found "missing or outdated applications, inaccurate data, and incomplete mail samples" across the program, so expect USPS to keep tightening its checks.

Is a CMRA "licensed" by USPS?

Not in the way a bank is licensed. The CMRA’s owner or manager registers each location with the local postmaster on PS Form 1583-A and shows 2 IDs (source). Each customer then signs PS Form 1583, and the CMRA uploads it to the USPS CMRA Customer Registration Database and certifies every quarter that its forms are current. "Registered with USPS" is accurate. "Licensed" is not.

CMRA meaning in plain terms

  • CMRA: commercial mail receiving agency, the business that receives the mail.
  • PMB: private mailbox, your numbered box at that business.
  • CMRA address: the CMRA’s street address plus "PMB 123" or "#123".
  • Form 1583: your written permission for the CMRA to receive mail for you.

PMB address rules: how to write a CMRA address

USPS allows exactly 2 labels for a private mailbox: "PMB" or the "#" sign. Publication 28, the USPS addressing standard, says mail to a CMRA "must include either the PMB identifier or the #, followed by the appropriate private mailbox number. Use of any other identifier is prohibited" (USPS Pub 28, section 285).

Why "Suite" isn’t allowed for a mailbox

Pub 28 says it’s "not permissible to combine the secondary address element of the mailing address for the CMRA and the CMRA customer’s private box number" (source). A suite describes rooms in a building. A PMB describes a box inside the CMRA. Writing "Suite 234" for a mailbox mislabels it, and USPS may return the mail to the sender endorsed "Undeliverable as Addressed, Missing PMB or # Sign" (DMM 508.1.8.3).

Relabelling a PMB as a suite doesn’t hide a CMRA from a bank. The CMRA flag belongs to the street address in USPS data, not to the word you put in front of the box number. It just breaks the USPS format rule on top.

Can a PMB be called a PO Box?

No. "The words POST OFFICE BOX or PO BOX and the private mailbox number cannot be used on the Delivery Address Line. Only the Postal Service is entitled to provide delivery to a PO Box" (source).

CMRA vs PO Box vs registered agent vs office

These 4 addresses get mixed up because they can all appear on a company’s paperwork. They do different jobs.

PO Box vs CMRA address

The old line was that a PO Box can’t take UPS or FedEx parcels and a CMRA can. That’s now only partly true. Where USPS offers PO Box Street Addressing, you can use the Post Office’s street address with your box number and receive packages from UPS, FedEx, DHL and Amazon "as long as they comply with USPS mailing standards" (USPS). The practical differences today are who runs the box, what they do with the mail (a virtual mailbox scans and forwards it) and the paperwork.

Registered agent vs CMRA address

A registered agent is a state-law role, not a mailbox. Delaware, for example, requires a registered agent that is a company to "maintain a business office in this State which is generally open ... at sufficiently frequent times to accept service of process" (8 Del. C. § 132). A PMB can’t do that job. And a registered agent address isn’t your place of business either: Stripe screens both CMRA and registered agent addresses for its money management products (source).

How banks and platforms detect a CMRA address

USPS keeps a list of CMRA addresses, called the CMRA table, and exposes it in its own data. The USPS Addresses API returns a field named `DPVCMRA`: "Y - Address was found in the CMRA table. N - Address was not found in the CMRA table" (USPS Addresses API). The same response says whether the address is a business address, vacant, or a central delivery point.

Address-validation vendors pass that flag along. Smarty, for example, returns `dpv_cmra`, which "indicates whether the address is associated with a Commercial Mail Receiving Agency (CMRA), also known as a private mailbox (PMB) operator", plus a residential/commercial indicator (Smarty docs). Any bank or platform that runs addresses through a tool like this at onboarding sees the flag in the response.

What happens when you leave the PMB off

Some people type the CMRA’s street address with no box number, hoping it reads as an office. Validators have a code for exactly that: Smarty’s footnote `R1` means "Confirmed address without private mailbox (PMB) info", and `RR` means the PMB was included (source). Leaving the box off doesn’t make the address a different building. It can also mean your mail never reaches you.

Platforms with their own lists

Some platforms don’t rely on USPS data alone. Stripe says it screens "against a proprietary list of addresses associated with registered agents, mailbox services and virtual address services" (source). When its check matches, the account gets the error `invalid_address_cmra_address` and the message "The address you provided appears to be associated with a mailbox or virtual address service, which we can’t accept" (source).

Documents that give it away

Detection isn’t only a database lookup. When a platform asks for proof of address, it wants a lease, utility bill, insurance policy or tax filing for that address (Stripe’s list). A mailbox service agreement isn’t a lease of space, and a PMB has no utility account. The paperwork shows the same thing the flag does.

No bank publishes the exact tools it uses, and not every bank checks the same way. What’s documented is that the flag exists, that vendors expose it, and that platforms like Stripe run their own screens. Treat any CMRA address as detectable.

Frequently asked questions

What is a CMRA address?

A CMRA address is the street address of a commercial mail receiving agency, a private business that accepts USPS mail for customers, plus your private mailbox number written as "PMB" or "#". UPS Stores and virtual mailbox services are common examples.

What does CMRA stand for?

Commercial mail receiving agency. USPS defines it as a business that accepts the delivery of US Mail on behalf of another person or entity as a business service.

What is a PMB address?

A PMB (private mailbox) address is a CMRA address. It is the CMRA’s street address followed by "PMB" and your box number, or "#" and the number.

Can I write "Suite" instead of "PMB"?

No. USPS Publication 28 says mail to a CMRA must use "PMB" or "#", and any other identifier is prohibited. Mail without it may be returned as "Missing PMB or # Sign".

How do banks know an address is a CMRA?

USPS keeps a CMRA table, and its address data returns a CMRA flag of Y for addresses in it. Validation tools pass that flag to banks and platforms, and some, like Stripe, also screen against their own lists of mailbox and virtual address services.

Is a UPS Store address a CMRA?

Yes. A mailbox at The UPS Store is a CMRA address, and Stripe names UPS Stores and FedEx Office locations as CMRA examples. The address has to show your box as "PMB" or "#".

Is a virtual mailbox a CMRA?

Yes. A virtual mailbox receives USPS mail for you as a business service, which is the USPS definition of a CMRA. You sign Form 1583 for it like any other CMRA.

Is a CMRA address the same as a PO Box?

No. A PO Box is run by USPS inside a Post Office. A CMRA is a private business with a street address. USPS also bars the words "PO Box" on a private mailbox address.

Can I use a CMRA address for my LLC?

As the LLC’s mailing address, usually yes. As its registered agent address, no, because the agent must keep an office open to accept legal papers. As its physical or principal business address, check your state’s form and each platform’s rules.

Can I use a CMRA address to open a bank account?

Usually only as a mailing address. Federal rules ask a company for a principal place of business or other physical location, and banks like Mercury say the legal address can’t be a PMB. Each bank sets its own rules, so check theirs.

Does Stripe accept a CMRA address?

Not as the business address. Stripe rejects private mailboxes on that field, and for Issuing, Treasury, Opal and Corporate Card it screens out CMRA and registered agent addresses on both the business and the representative.

Can I use a CMRA address on Google Business Profile?

No. Google says mailboxes at remote locations aren’t acceptable and a virtual office you don’t operate from isn’t eligible for a Business Profile.

Do I need a notary for Form 1583?

Not necessarily. Since May 1, 2024 you can sign in front of the CMRA owner or manager, in person or on live video, or in front of a US-commissioned notary.

What happens to my mail if I close my PMB?

The CMRA must remail it to you for at least 6 months after the termination date, with new postage, or return it to the sender. Update your address with every sender in that window.
